For more than 50 years, CGS has handled Medicare and Medicaid benefits administration, claims processing, member and provider services, provider credentialing and provider education for health plans.

Job Summary:

We are seeking a motivated Federal Business Development and Capture Manager to provide the full cycles sales process regarding new business development in the federal health care marketspace.

* Manages all activities of proposal development. Responsible for searching out, understanding, verbally articulating detailed analysis of RFPS, RFIS, RFQS, and other documents. Collaborates with management, Subject Matter Experts (SME), and other staff to develop a high quality, winning proposal. Leads/establishes teams across organization to pursue/win new strategic opportunities.

* Develops/maintains proposal schedule, plans, outlines, assignments, baselines, and storyboards. Researches/analyzes historical data to support proposal efforts. Oversees SME proposal contributions that add value.

*Identifying and qualifying new business opportunities/partnerships and implements strategies for winning new and keeping existing business. Prepares/gives sales presentations to prospective customers.

* Develops relationships with current and future partner and other strategic alliances so that CGS delivers an enhanced value propsition. Lead the proposal activities, coordinate proposal development activities and develop proposal documentation.

* Prepares/gives presentations to prospective customers.

Required Education:

  • Bachelor's degree- Any Major

Required Work Experience:

  • Five years progressively responsible development experience to include the analysis, management, or administration of business proposals and writing of business proposals.

Preferred Work Experience:

  • Leverage beta.sam along with new/existing relationships to mine opportunities that align with CGS' core competencies
  • Identify and map business strengths and customer needs. Possess an in-depth knowledge of CGS offerings/value proposition and how that value prop correlates to customer needs
  • Develop and nurture relationships so those relationships produce results (ref balance scorecard achievement) and associated opportunities that fit with our swim lane(s)
  • Identify new business opportunities, drive through phase gate review process (Discovery - Qualify - Pursuit) and perform as the corresponding capture/proposal leader
  • Sales Force power user

Required Skills and Abilities:

  • Ability to flow group strategies and goals from concepts to actionable business plans.
  • Ability to take ownership for complete capture management process.
  • Ability to work independently, prioritize effectively, and make sound decisions.
